OWNING A HOME – The challenges
Housing finance and construction in Ghana is fraught with many problems and challenges evident in all the different acquisition models of the industry. These different housing finance/construction models all attempts to address the myriad of problems with varying degrees of success.
Particular mention can be made of the following:
· The restrictions on prospective home owners when they are compelled to purchase property from designated real estate developers. This, apart from it being a business practice, has been necessitated by the repeated failure of some developers to deliver houses to scheme members as per the agreed timetable and quality standards.
· Consequent to the previous point, prospective home owners have no say whatsoever in the design of their own dwelling places. They are thus –in the main –left with simplistic and replicated designs resulting in the creation of mundane, boring and ‘solitary’ estate communities. Reconstructions, additions and expansion works are ALMOST ALWAYS carried out thus the incurring of avoidable extra costs to the new home owner.
· Delivery of the end product (i.e. the house) has always been a problem. In the majority of cases, houses are delivered long after the agreed delivery time. It is an accepted fact, that if developers had a stake in the projects, their ability and propensity to complete projects on schedule will hit almost 100%. These delays have become so entrenched in the industry that prospective home owners have lost trust completely in developers and only access their services on the basis of the concept “the lesser of two evils”
· Would be home owners, in an effort to get round these problems opt for the self –build approach. Indeed with this, delivery and scheduling problems are, if anything, higher in gravity. But the most telling deficit is the loss of economic and productive time both to the home owner/builder and to his /her employers.
